MINUTES OF THE BOARD OF ASSESSORS
October 24, 2011

Members Present: Beverly Potvin Kenniston and James Dillon.
A motion was made to call the meeting to order at 3:00 p.m. by Chairman Kenniston and seconded by James Dillon.
1. Acceptance of Minutes
Motion was made by James Dillon and seconded by Beverly Potvin Kenniston. It was voted to approve the minutes of August 29, 2011.
- New Values and New Growth for FY2012
The Bureau of Local Assessment completed review of Holden’s LA-3 Sales Reports, LA-15 Interim Year Adjustment Report and LA-4 Assessment Classification Report. The total value of the Town for Fiscal Year 2012 is $1,838,082,600. The tax base levy New Growth has been approved by the Department of Revenue.
- Chapter 61A Application Withdrawal
Scott and Lisa Hebert of 362 Chapel Street withdrew Application for Chapter 61A. The Board of Assessors signed the Notice of Action on the Application to Disallow/Withdraw the Application.
Beverly Kenniston, Principal Assessor, attended the Massachusetts Department of Revenue 2011 “What’s New in Municipal Law” Seminar on October 4 and she and Rosemary Scully attended the Worcester County Assessors Association Workshop on preparing a case for the Appellate Tax Board on October 12.
The Principal Assessor is working on the Recapitulation Sheets and supporting document in order to set the Fiscal Year 2012 Tax Rate. It is expected that the tax rate will increase since the total valuation of the Town has decreased again this year. Final numbers will be available for the next Board meeting.
The next meeting of the Board of Assessors will be held on Monday, November 7, 2011 at 5:30 P.M. in the Starbard Building. The assessors will adjourn in order to attend the Board of Selectmen’s meeting at Town Hall for the Annual Classification Public Hearing at 6:15 P.M.
